Holyrood, local government, and public-body delivery—British MPA, not a Washington clone.
Online or on campus

Public administration in England is a minority government, a local-authority cut, and a public that can see Holyrood from the street. This MPA starts with that geography. You will map a policy from programme for government to a counter in a council office, and you will name where reserved UK policy still binds you. Dual-pathway parity matters because many public servants cannot relocate to London. They sit the same identity-checked assessments as campus students. Faculty mark whether you can brief elected members without writing a US MPA essay about a federal agency they do not have. The award is not a civil-service fast-stream place and not a ministerial appointment. It is academic professional education for people already in, or moving toward, British public service. NHS management literacy appears as system interface, not as NMC. You will map a Programme for Government line to a council counter, name reserved UK functions that still bind you, and write for elected members without a Washington MPA case study. Audit, procurement, and storm continuity appear as delivery problems. Haverton University will not print a British Government crest. Thirty-six credits, MASTERS enum, one standard across modes. Master of Public Administration (England) is taught as one award, not a list of unrelated modules. The published length is 18 months, and the credit total is 36. Students move from Holyrood, Local Government, and Public Bodies through Holyrood, Local Government, and Public Bodies; Reserved Matters and UK Interfaces; Law, Directions, and Administrative Justice Literacy; Budgets as Political Documents; Audit England Literacy for Operators; Procurement and Contract Failure, and finish on Writing for Elected Members and Chief Executives. Each course has a question, a method, and a submission. In this field, students apply the method of the subject to a defined problem and defend the result. Reading is a core text, a case or dataset, and a critique. The artefact a marker expects is a submission that shows the method, the evidence, and the limit of the claim. The award is built so that a graduate can do the following in practice: Write a committee paper that survives political and officer scrutiny Map devolved and reserved interfaces honestly Read budgets, performance, and audit as a delivery problem Teaching assumes the student can read a source, attempt a problem before the seminar, and revise after feedback. Attendance at live seminars is part of the design. The capstone or final course must use the methods of the earlier courses; a project that ignores them does not pass. The pages for each course name the topics that are examined. Those topics are the syllabus. A brochure line is not a substitute for them.
Thirty-six credits mapped to MASTERS: British institutions, money and performance, people and ethics, and a supervised public-administration capstone. Dual pathway. Honest non-appointment marketing.
